All homes will feature an attached garage, energy star rated appliances including in unit washers and dryers, stainless steel appliances, hard-wood cabinets, resilient hard surfaces, solid core doors, brick and vinyl exterior finishes, window treatments, ceiling fans with light kits, and hard-wire for internet and cable services.
Congratulations to North Lake Development Foundation, Inc.; Bridge Builders Community Development Corporation, and AHDVS, LLC, on the closing of North Point Homes in Sullivan, Illinois. The affordable housing project will consist of 11 newly constructed single-family homes and 13 duplexes across 21 sites throughout the city, introducing 37 high-quality housing options for families.
The affordable homes will come fully equipped with Energy Star appliances like an oven/range, refrigerators, and in-unit washers/dryers, along with central air conditioning, ceiling fans, and walk-in closets. The development will incorporate water conservation measures, including low-flow plumbing fixtures and low-water landscaping. The Project aims to achieve certification for environmental efficiency through Enterprise Green and incorporates weather resiliency features, including waterproof materials and flood-resistant infrastructure.

Meet Bridge Builders dedicated team of professionals.
CEO
Donna Williams, the Chief Executive Officer of Bridge Builders Community Development Corporation, resides in Florissant, MO. She is an Ordained Minister with 23 years of community service. Donna retired from Novus International, Inc as a Global Research Chemist in 2018. Her global experience and responsibilities in team building, analysis, and execution will guide and instruct her on how to achieve the vision of Bridge Builders Community Development Corporation. As CEO, she is tasked with promoting and developing affordable housing for seniors and families of low and moderate-income that empower and enrich our families and communities. She is a Housing Certified Credit Professional (HCCP) which is a specialized designation for developers, property managers, asset managers and others working in affordable housing industry through Low Income Housing Tax Credit (LIHTC) Program.
As a native of St. Louis, she has witnessed the results of neglect, segregation, and disinvestment and understands the value of bridging the gaps will be through sustainable, affordable housing.
Donna's experience with family, ministry, and business has driven her passion for outreach and empowerment. Growing up in a strong family that serves their community, she has learned the value of commitment and follow-through. She knows that the development of sustainable, affordable housing of choice is a building block to developing good stewardship of our neighborhoods and families.
Donna attended Oklahoma State University, where she majored in Biology and Chemistry. She also attended Washington University of St. Louis.
Donna believes that it's how well you connect people with the mission that results in purposeful acts that change communities and lives.
Board Director
Kendra M. Isadore is a Social Worker at a Federal Healthcare System with fifteen years of experience working the last three years with the homeless program. Kendra provides an invaluable service to individuals and families with case management, education, outreach, with special focus on those that are at imminent risk or literally homeless. Kendra is an active participant of the social work planning committee and certified in social skills training. She has also served as a trainer and certified other employees within her employer network.
Kendra graduated and obtained a Master of Social Work (MSW) degree from St. Louis University and Bachelor of Science (BS) degree from Florida A & M University. Kendra is a licensed Master Social Worker, LMSW. Kendra is aspired by social work profession to enhance human well-being and help meet the basic human needs of all people, with special attention to the needs and empowerment of people who are vulnerable, oppressed, and living in poverty.
Kendra is a native from St. Louis, Missouri. She enjoys spending time with those close to her. Kendra is ambitious, a hardworking, goal-oriented individual. She is humble with a continued desire to make herself a better social worker through hard work and resilience.Board Director - President
Francine Williams resides in Pasadena Hills, MO. Francine is a wife, mother of 2 and grandmother of 6. She has worked for 30 plus years at one of the top ten Credit Unions in the State of Missouri and retired as a Business and Community Development Specialist in 2022. Her expertise includes assisting small businesses in increasing revenues through business expansion and increasing profitability through strategic partnerships. Francine is also a volunteer that has created several different Individual Development Account Programs that serves low income, senior citizens, high school, college and Non-Profit Organizations. Her volunteerism promotes self-sufficiency through financial literacy.
Francine professional training includes CUNA online professional development training for credit union professionals.
Board Director
Trina resides in Bel-Nor, MO. She is a widow with 2 daughters and 3 grandchildren. Trina is an active member of Pleasant Grove Baptist Church and has recently retired from AT&T and dedicates most of her time to the Outreach Ministry. She loves cooking and caters family reunions, weddings, and parties. She enjoys traveling and family gatherings.
Trina holds an Associate Degree from Forest Park Community College.
Board Director
Cathy Y. Hudson resides in Florissant, MO. She is a devoted wife, mother and grandmother. She is a member of Christ Southern Mission Baptist Church Inc. where she has been active for 25 years. Cathy retired from the Special School District of St. Louis in 2023.
Cathy volunteers for The Boys and Girls Scout of America, The American Red Cross, Cardinals Care, Autism Walk with The Albert Pujols Family Foundation, Special Olympics, Hazelwood School District Baseball Parents Booster Club, Hazelwood East Project Graduation and The University City Baseball Association. Her skills as a volunteer has given her a fearless approach, infinite patience and an instinct for creativity that drives her passion. Her passion for giving is second only to her love for the St. Louis Cardinals.
Cathy attended Spelman College in Atlanta, Georgia.
Board Director - Treasurer
Gary who is visually impaired resides in St. Louis City. Gary is a husband, father of 3 (one deceased) and grandfather of 7. He served as President for 20 years for the V-Spirits Basketball Organization a Non-Profit Youth Basketball Program in St. Louis. He has a passion for serving the youth and developing self-worth through action.
Gary continues to be a role model with young people throughout the community and has been given the nickname “Coach”. Some of the young men and women he coached and mentored have gone on to be coaches, teachers and professional basketball players in the NBA while raising their families.
Board Director
James Carroll has experience developing affordable housing rental communities for families, seniors, veterans, and persons of disability. James has collaborated with nonprofits, public housing authorities, and private developers to develop sustainable affordable housing communities.
James specializes in creating financial planning that leads to the creation of quality housing communities of choice that encourage diversity, inclusion, and long-term sustainability. James believes that to empower communities, all stakeholders must have a seat at the table to encourage the long-term success and stability of the neighborhood.
James has experience securing layered financing around Low-Income Housing Tax Credits for over 300 units of affordable housing. James is a graduate of Indiana University’s Kelley School of Business with a Bachelor’s Degree in Finance.
Board Director
James Roberts is an experienced developer of affordable housing rental communities for families, seniors, veterans and persons of disability. Jim is experienced at developing sustainable affordable housing communities in collaboration with nonprofits, public housing authorities and private developers. Jim is skilled at executing multi-layered financing programs that incorporate:
Jim possesses over 25 years of experience and has participated in the development of approximately 1,600 units. Mr. Roberts is experienced at creating jobs through construction and management consistent with Section 3 and MBE and WBE requirements. Mr. Roberts also serves as an independent Housing Consultant to the City of Aurora. Jim holds a Bachelor of Arts and Architecture Degrees from Rice University and an MBA Degree from the University of Chicago.
Senior Asset Manager
Valerie Roberts serves as Bridge Builders Senior Asset Manager. Ms. Roberts is an experienced asset manager of affordable residential properties financed by Low Income Housing Tax Credits and HUD insured mortgages. She contributes expert management skills for all phases of project delivery beginning with preplanning to capital budgeting to operational management.
Ms. Roberts is experienced at executing and overseeing compliance and financial reporting under the Low-Income Housing Tax Credit Program, HOME, Trust, and HUD Section 8, 202, 236 and PRAC programs. She is experienced at utilizing the YARDI operating system for reporting property performance, preparing for HUD REAC inspections, using the EIV (Enterprise Income Verification) system and submitting HUD subsidy requests.
Ms. Roberts possesses over 20 years of experience, and she is certified in tax credits as a (HCCP) Professional, Site Compliance Specialist (SCS), Blended Occupancy Specialist (BOS) and Fair Housing. Ms. Roberts has participated in the management of over 1,200 affordable housing units. Ms. Roberts holds a bachelor’s degree in accounting from Central Missouri State University and serves as Treasurer for Delta Sigma Theta, Inc. Chicago Alumni Chapter.
